Rob Moran, Riverside County Economic Development Deputy Director
Rob Moran is the Deputy Director for the Riverside County Business & Community Services department. He is responsible for implementing business attraction, retention, and various entrepreneurship programs throughout Riverside County. He coordinates efforts with several of the county’s economic development corporations, cities, chambers
Development Centers. He is a graduate of California Baptist University with a Master of Public Administration and Cal Poly Pomona University with a degree in Business Administration.

Scott Agajanian, City of Murrieta Economic Development Director
Scott Agajanian is the Director Economic Development for the City of Murrieta, California. This protracted municipal title simply means that his role is to grow the economic base of the city through the attraction, retention, and expansion of business in the city. This is done through a variety of programs and activities that include outreach to developers, brokers, and businesses, the marketing, networking and brand promotion of the city, partnership on workforce initiatives, and seeding of innovators and cultivation of a startup ecosystem.
Scott has considerable experience working in the Murrieta Valley for the past twenty years and this includes 7 years in the Economic Development Department with the City of Murrieta. He says, “My passion has always been growth of the business community and keeping our dollars local. It is my belief that a foundation of small businesses that are supporting each other, along with a healthy startup ecosystem will help further the growth of not only small business, but all business.” While working for the Murrieta Chamber of Commerce in Business Development for nearly four years Scott was instrumental in furthering the success of businesses within the city.
As the City of Murrieta is in an economic growth phase, it is complementing this period of expansion with a pro-business culture and an expanded marketing plan, featuring the city branding campaign, “Connected by Community.” Scott is actively involved in this campaign and believes that awareness of our city, our business and development friendly environment and our wonderful demographics will produce even greater opportunities for Murrieta.

Kimberly Davidson, City of Wildomar Economic Development Director
Kimberly Davidson is the Economic Development Director for the City of Wildomar where she is responsible for business attraction, business retention and business growth. Prior to Wildomar, Kimberly was the Economic Development Manager for the City of Corona (2016-2019) and the Business Development Manager for the City of Murrieta (2008 to 2016).
Among many notable awards for promoting business in the Temecula Valley, Kimberly was awarded "Woman of the Year" in 2016 for the 67th District by Assemblywoman Melissa Melendez. Kimberly was also named "Citizen of the Year" in 2014 by the Murrieta Chamber of Commerce, received a "Power to the People" award by Assemblywoman Melendez in 2014 and was recognized by the Murrieta Chamber of Commerce as one of the "40 Under 40 Movers and Shakers in the Valley" in 2013. Kimberly was a national award recipient in 2008 for the "Home-Based Business Champion of the Year" from the U.S. Small Business Administration for unfaltering passion to help home-based businesses in the Temecula Valley.
Kimberly has held many board positions over the years including Angels at Work, Find Me Foundation and the National Association of Women Business Owners (NAWBO-IE). She is a strong supporter of the Murrieta-Wildomar Chamber of Commerce.
Kimberly holds a BA in Journalism from California State University Northridge as well as a leadership certificate from California State University San Marcos. She resides near Wildomar with her two daughters.

David De Vries, City of Lake Elsinore Economic Development Manager
David De Vries is the new Economic Development Manager for the City of Lake Elsinore. He was previously the City Planner for the City of Poway managing planning, building and code compliance since 2018 and was the with the City of Lemon Grove for 15 years which included a similar role as the Development Services Director where he also comanaged economic development. He has his BA degree from UCSD in Urban Studies & Planning and his MBA from SDSU with an emphasis in Real Estate. He’s a licensed real estate broker, a certified mixologist, a certified planner by the American Planning Association; he holds a certificate in civil site construction and is a member of APA, BGS, ICSC, CALED and the San Diego Brewer’s Guild. He also lectures at SDSU for his land use analysis class. Go Aztecs! He was previously President of the BGS business honors society, a Town Council member in Rancho Penasquitos, a member and the Vice Chair of SANDAG’s Technical Working Group and has started two business ventures.

Kayla Charters, City of Menifee Economic Development Senior Management Analyst
Kayla Charters, currently serves as the Economic Development Senior Management Analyst for the City of Menifee, CA and has been with the City since 2016. As a young professional, Kayla brings fresh and innovative ideas to Menifee’s Economic Development team and is eager to continue pursuing her passion for economic development. In her current role, she is part of a dynamic team that is responsible for implementing the Economic Development Department’s visions set forth by City leadership and oversees several programs related to workforce development, business retention, expansion and attraction efforts, department programs and events, contracts, and department news publications, and public relations.
Kayla Charters has a Bachelor of Arts degree in Communications, with an emphasis in Public Relations and a double major in American Studies from California State University, Fullerton.She has also earned her accreditation through the California Association for Local Economic Development, the State’s leading Economic Development Association. Kayla currently resides in Menifee, and is full of pride for the City she lives, works, and plays in.

Christine Damko, City of Temecula Economic Development Manager
Christine Damko serves as the Economic Development Manager for the City of Temecula. She is responsible for the city’s economic development strategy, which includes business retention and expansion programs, business attraction, business ombudsman services and foreign affairs. She also manages the City’s public relations activities, including City social media accounts. Before moving to the Office of Economic Development in 2008, Christine worked as a Land Use and Environmental Planner for the City of Temecula and also the County of San Diego.
Christine earned her Bachelor’s degree in Public Administration with an Emphasis in Urban Planning from San Diego State University and a Master’s degree in Public Administration from Cal State University Dominguez Hills.
